Recently, the Ministry of Industry and Information Technology and the Ministry of Emergency Management jointly issued the "15th Five-Year Plan for the Development of the Safety and Emergency Equipment Industry" (MIIT Joint Regulation [2026] No. 186), drawing a blueprint for the development of China's safety and emergency equipment industry during the "15th Five-Year" period. Anchored in the core philosophy of "people first, life first", the plan targets the practical needs of safe production in key industries such as mining, energy and industrial manufacturing, and defines the industry's development goals, key tasks and implementation paths, driving a comprehensive leap in the scale, technical strength and product quality of the safety and emergency equipment industry.

The plan proposes that by 2030, the industrial scale of key areas of China's safety and emergency equipment will reach 1.4 trillion yuan, with 10 competitive safety and emergency equipment industrial clusters and 70 characteristic industrial parks to be built, a number of internationally competitive leading enterprises to be fostered, and specialized, refined, distinctive and innovative "little giant" enterprises and manufacturing single-champions to be cultivated. The plan deploys 15 specific tasks and 5 special columns across four dimensions — strengthening industrial innovation, promoting equipment application, cultivating and strengthening market players, and optimizing the industrial ecosystem — to comprehensively drive industry transformation and upgrading.

At the industrial innovation level, the plan proposes continuously carrying out key and core technology breakthroughs, focusing on mining, hazardous chemicals and extremely complex operation scenarios to overcome technological bottlenecks in key components, basic materials and industrial software. It vigorously promotes the deep integration of emerging technologies such as artificial intelligence, robots, drones and satellite remote sensing with emergency equipment, developing equipment technologies such as extreme-environment monitoring and early-warning, risk control under dangerous working conditions and reconnaissance and disposal in high-risk scenarios, and improving the adaptability and reliability of equipment under harsh working conditions. It also lays out the construction of a number of public R&D platforms such as key laboratories and innovation centers, connecting the entire chain of technological breakthroughs, test verification and result transformation. Multi-hazard mine monitoring, hidden disaster-causing factors and concealed working face detection technologies are listed as key directions for common key technology breakthroughs, which also raises higher requirements for the intelligence and reliability of underground safety protection equipment.

In equipment promotion and application, targeting key industries such as mining, petrochemical, energy and construction, and centering on practical links such as risk sensing, real-time monitoring, advanced early-warning and emergency response, the plan promotes the construction of practical application scenarios. Mining risk intelligent early-warning systems, underground personnel positioning and emergency avoidance systems, and emergency broadcasting systems are included in the key promotion catalogue, emphasizing testing product performance in real operation scenarios, promoting iterative upgrading of emergency equipment and connecting the "last mile" of technology and product application.

Regarding the cultivation of market players, the plan clearly supports leading enterprises in leading collaborative innovation across the industrial chain, vigorously fosters specialized, refined, distinctive and innovative enterprises to deepen niche tracks, encourages enterprises to accelerate digital and intelligent transformation and improve the digital level of R&D, manufacturing and full-process services, and builds an industrial pattern of coordinated development of large, medium and small enterprises. As one of the regions with concentrated innovation resources, the Yangtze River Delta is listed by the plan as a key region for the innovation of frontier technologies in safety and emergency equipment, benefiting the innovative development of equipment manufacturing enterprises in the region.

Going forward, the MIIT and the Ministry of Emergency Management will strengthen inter-departmental coordination, central-local linkage and supply-demand matching, improve policy supply, dynamically evaluate the effectiveness of plan implementation, and ensure the implementation of all development goals.

As a manufacturing enterprise deeply engaged in the field of industrial and mining safety protection, Changzhou Hengdun Machinery Technology Co., Ltd. pays close attention to the industry development opportunities brought by this plan. Mining and industrial-mining industries are key application areas for safety and emergency equipment, and the plan's deployment on key technology breakthroughs, practical equipment promotion and the cultivation of specialized, refined, distinctive and innovative enterprises is highly aligned with the company's development direction.

Changzhou Hengdun will closely follow the national industrial policy direction, anchor the practical pain points of industrial and mining safety production, adhere to innovation-driven development, and continuously polish safety protection equipment suited to high-risk mining working environments. Guided by policy, the company will continuously strengthen product reliability and environmental adaptability, actively connect with industry practical application scenarios, deepen niche areas, consolidate manufacturing strength, help industrial and mining enterprises improve their intrinsic safety level, and contribute corporate strength to the high-quality development of China's safety and emergency equipment industry.
